Citizens Office
The Citizens Office and its subsidiary offices are crucial information points.
The Bürgerbüro Mitte (Central Citizens Office) in Stadthaus 1 provides advice on the following issues, among others: Registration matters (registration, de-registration, change of address after moving), altering the address on car registration documents, issuing residents' parking permits and parking permits for the severely handicapped, applying for identity cards and passports, applying for or de-registering dog licences, lost property, certificates of good conduct, accreditation of documents and signatures, exemption from radio and television licence fees.
It is not always necessary to go to Stadthaus 1 in order to arrange all official matters. The city's five district administration offices and three district citizens' offices also offer a range of services. Exceptions include naturalisation and nationality-related matters.

We are offering the following online services:
Online application for resident parking permits, registration certificates, registration information, environmental badges.
Household composition certificates can be requested in writing, and you can apply to us by post for volunteer ID cards.
Certificates of good conduct can also be applied for online.
Tip: If this is not convenient for you, you can book an appointment at the Service Centre, Heinrich-Brüning-Straße 7. You may also book appointments for these service in the Bürgerbüros (Citizens’ Offices).

Tip for collecting ID documents previously applied for:
Have the documents delivered to your home by bicycle courier for only € 3.90.
If you prefer to collect the documents yourself in the city centre, you can do so in Stadthaus 1 at the service counter on the ground floor for documents applied for at this office without the need to make an appointment.
If you are applying at a Bürgerbüro in one of the city districts, please arrange the collection procedure directly at the time of application.
