Mehr als Recht - Behindertengleichstellungsgesetz
Viele von Ihnen haben sicherlich schon davon gehört: Das Behindertengleichstellungsgesetz Nordrhein-Westfalen (BGG NRW) will Menschen mit Behinderungen ermöglichen, ihr Leben selbstbestimmt zu führen und gleichberechtigt am gesellschaftlichen Leben teilhaben zu können. Darum macht es verschiedene - auch für Kommunen relevante - Vorgaben.
Um es gleich klarzustellen: Die in diesem Handbuch vorgestellten Tipps gehen über die gesetzlichen Anforderungen hinaus, sind sie doch auf alle Veröffentlichungen anwendbar. Aber sie sind natürlich ideal geeignet, das Ziel des Gesetzgebers zu unterstützen und umzusetzen.
Im Detail verpflichtet das BGG NRW beispielsweise Kommunen dazu, bei der Gestaltung von Bescheiden, amtlichen Informationen und Vordrucken die Belange behinderter Menschen zu berücksichtigen. Blinden Menschen müssen sie auf Verlangen Bescheide, Vordrucke und amtliche Informationen kostenlos in einer für sie wahrnehmbaren Form zugänglich machen, z. B. in Blindenschrift, Großdruck oder als akustisches Medium. Die Voraussetzung: Diese Informationen und Formulare sind erforderlich, damit der Betroffene eigene Rechte in einem Verwaltungsverfahren wahrnehmen kann.
