The Dublin Regulation
On the one hand, the Dublin Regulation serves to ensure that the content of an asylum application only has to be examined by one member state. On the other, this member state is then also responsible for deciding on the application and cannot simply pass the asylum seeker on to another state.
The Dublin III Regulation stipulates criteria and procedures for determining the member state responsible for examining an application for international protection. It applies in all 28 EU member states as well as Norway, Iceland, Liechtenstein and Switzerland.
If you are already registered as an asylum seeker in another member state, this state is usually also responsible for deciding on your asylum application. In this case, the Federal Office for Migration and Refugees (BAMF) will check whether you have to be transferred to the other member state.
